The National Ready Mixed Concrete Association and Portland Cement Association have named Joe Roche as chief financial officer, reporting to NRMCA President Mike Philipps and PCA CEO Mike Ireland. Roche arrives with 30-plus years’ management experience supporting non-profit and trade organizations, and immediately transitions from the National 4-H Council in Chevy Chase, Md. He will lead ongoing evaluation, development and implementation of NRMCA and PCA financial processes and systems, and oversee the groups’ Finance Shared Services agreement. Based primarily at the Alexandria, Va., association offices, Roche will work with external finance partners to implement process improvements, maximize system capabilities, and focus on staff development.

The Texas Aggregates & Concrete Association’s Emerging Leaders Academy has assembled and delivered new bicycles for near 100 Fort Worth children. Launched in 2016, the Emerging Leaders Academy is a rigorous three-year program designed as a platform for personal and professional development for members of the aggregate, concrete and cement industries. It provides engaging coursework dedicated to developing leadership skills and offers accredited industry leader certification.

To recognize the recently proclaimed Concrete Industry Day, American Concrete Pavement Association-Colorado/Wyoming Chapter, American Concrete Pipe Association and Colorado Ready Mixed Concrete Association members hosted legislators and staff late last month for a BBQ picnic lunch on the Colorado State Capitol grounds in Denver. In addition to government outreach, the associations teamed to raise awareness of the industry’s key link to economic growth and sustainable development practices in the state.

Milwaukee-based Scott Campbell, Ph.D., P.E. is the newest National Ready Mixed Concrete Association Building Promotion team member. As senior vice president of Structures and Codes, he will join colleagues in advancing industry interests through model codes and technical standards, and support state and local advocacy efforts. He will work closely with engineers and architects, code advocates, and legislative specialists to offer technically correct code-related solutions that maintain public safety and increase building resilience. Campbell holds Bachelor and Master of Science degrees in civil engineering from the University of Illinois at Urbana-Champaign and a Ph.D. from the University of California at Berkeley. He moves to NRMCA from Portland Cement Association, where he served as director of Code Technology.
