Administrative Law Judge Arthur Amchan dismissed an NLRB General Counsel complaint alleging that Irving Materials (IMI South) violated the National Labor Relations Act during a recent shift of mixer maintenance from a Louisville, Ky., plant to a new shop across the Ohio River in New Albany, Ind.

After 28 months of rulemaking, court action, and meetings with industry officials, the EPA issued its Final Emissions Limits for Portland Cement Manufacturing, citing prospective mercury, hydrochloric acid, particulate matter and total hydrocarbon level reductions from 82–93 percent against agency thresholds leading into 2010.

- Roller compacted concrete pavement will see more demand in intermodal and heavy truck traffic projects, while municipalities will adopt it for full-depth repairs and new streets—with or without asphalt wear course.
