Iron Workers members have fared best–and Carpenters the least–over the past five years in Midwest precast concrete erection assignment or representation cases brought before the National Labor Relations Board. Leading up to the dispute surrounding Walter Toebe Construction crew representation on Detroit’s I-75/Gateway Project mechanically stabilized earth panel work, where Laborers prevailed over Carpenters, NLRB had ruled for the Iron Workers in two northern Illinois cases of precast concrete erection assignment. A third case involving Chicago’s Midway Airport saw the Board side with the Bricklayers over the Carpenters.
