Management consultants to the construction industry, FMI has elected Wes Brooker, Tony Perrone, and Denise Proctor directors. Brooker developed the Market Performance Indicator System (MPI), which FMI still produces for clients. He also started the FMI construction volume database in the late 1980s. Perrone joined FMI's Mergers and Acquisitions Group in February 1988 and specializes in representing clients that are buying or selling their businesses. He concentrates on the building-materials and equipment manufacturing and distribution sectors of the construction industry. Proctor, who is FMI's controller, joined the firm in December 1984, and her accounting responsibilities have included many balance-sheet issues. Cash flow management, accounts-receivables controls, and accounts-payable processing are among capital issues that she manages.

Along with chairman Adrian Driver, president of CSR Hydro Conduit Corp., the American Concrete Pipe Association has named three officers: Tom Walters of Carder Concrete Products, Littleton, Colo., vice chairman; James Aumann of American Concrete Products Co., Green Bay, Wis., treasurer; and Ray Rhees of Oldcastle/Amcor Precast, Littleton, Colo., secretary.

The American Concrete Pavement Association has added to its staff:

- Dan Frentress, P.E., vice president of highways, will develop and implement programs related to the use of concrete in highway pavement construction, rehabilitation, and maintenance. Prior to joining the ACPA national staff, Frentress was the executive director of the Concrete Paving Association of Minnesota, a position he held for 15 years.

- Jim Mikulanec as director of chapter relations and membership development will be responsible for membership growth and development in addition to serving as a liaison between ACPA national and the ACPA-affiliated chapter/states.

- Jim Lafrenz, P.E., has been appointed director of airports. He will be responsible for developing and implementing airport-related programs and will serve as ACPA's primary liaison to regulatory and specifying authorities associated with commercial, general aviation, and military airports.

- Steven Waalkes as director of engineering and rehabilitation will be responsible for handling issues related to concrete pavement restoration, rehabilitation, and reconstruction (CPR). He will also develop and evaluate new CPR-related conceptual and functional design details, procedures, and options.

Separately, Jim Mack, P.E., has been appointed ACPA's director of education and product development, a position he will assume full-time later this year. A 10-year veteran of the construction industry, Mack joined ACPA in 1993 following a two-year stint with the Portland Cement Association and a year as a pavement engineer for a Chicago consulting firm.

Boston Public Schools Facilities Management awards Quincy Upper School 2 addition to the design-build team of R.W. Granger, Equus Design and Oldcastle Precast Modular Group. The 9,200-sq.-ft. second floor addition will be constructed of hollowcore planks, precast wall panels, stair and elevator shaft precast modules and precast roof slabs. The new second floor will be composed of six, 700-sq.-ft. classrooms, bathrooms, nurse's office, faculty lounge, office space and storage-mechanical-electrical rooms.

Oldcastle Precast Modular Group, R.W. Granger and Equus Design Group joined forces to demonstrate that use of precast modular units in school construction is a major factor in completing the project in a compressed time frame. Oldcastle/Equus/RW Granger constructed the 9,000-sq.-ft. first floor in 1999 in 105 days, from contract award to completion.

Rotondo Precast of Rehoboth, Mass., and Oldcastle Precast, Inc. of Manchester, N.Y. - both sister facilities of Oldcastle Precast Modular Group - will be used to manufacture the precast components. The contract was awarded April 3, 2000; production will begin May 16th, and completion of the 2nd floor is scheduled for September 1, 2000.
